Jagex Launcher install error

i just imported both of my accounts to jagex accounts, and tried to install the jagex launcher beta at first it told me my internet explorer was too old, so i went an updated it to internet explorer 9, (im on windows 7 and thats the newest version). New problem i go to install the jagex launcher beta and i get this error

"Timeout waiting for window to load"

i just tried to use microsoft edge with the setting

Let Internet Explorer open sites in Microsoft Edge
When browsing in Internet Explorer you can choose to automatically open sites in Microsoft Edge

Always (Recommended)

and still nothing
