Desperate measures bug charos

I have searched the 4 locations, had Charos give me a test and a pop-up came in. Now he disappeared after I measured the 4 locations but he is not near his original location neither (near the temple).

I tried relogging, switching client, and nothing works.

It is possible that you may have found a bug, and will need to file a report in order for Jagex to look into this and restore this for you.

Who would write aquest that has bugs in it makes it impossible?
I've not only went to his 4 places I've searched the entire god forsaken confusing bassawkwards island.
I need to pass this quest now i need to submit a bug report? to who? those who take 4 days to reply to recover your account only to tell you they cant?

This is still an ongoing issue for me. I placed the measure in all 4 locations and got the correct dialogue each time. Charos dissapears after the final placement and is supposed to go to the enterance of Kerapac's Lab but instead he's vanished off the face of Gielinor.

Relogging/Hopping doesn't work
Uninstalling/reinstalling doesn't work
Replacing the measure in all exact spots again without Charos' presence doesn't work
Attempting the previous part of the quest doesn't work
Returning to Varrock castle Libary to interact with Charos to see if it forces him to appear somewhere doesn't work.

FIX THIS PLEASE I WANT TO PROCEED WITH THIS QUEST LINE.
