Unbearable stuttering/lag

I have been experiencing some pretty crazy lag/stuttering whenever I try to move anywhere. My screen freezes for a solid 3-5 seconds and I usually appear wherever I clicked after my screen un freezes. I've tried deleting cache and making sure it downloads each time before I log in. I've tried multiple runescape clients including the standalone download, steam client, and the runescape launcher. My frames are stay at a solid 60+ whenever I'm still or walking in an area I've been at for awhile. I've tried anything and everything for graphics settings.

What are the specs of the PC (CPU, GPU, RAM, Motherboard, etc)?

Load up Task Manager and try to see if you can check the CPU, RAM, Disk and GPU usages as the freeze occurs. Do you notice anything that matches the freeze? For example, you might see the disk usage spikes to 100% whenever the freezes occur. Look for things like that.

It looks like there is a problem somewhere, unrelated to Runescape, that's causing the lag. Identifying the cause may be difficult, but start with the above and see if that revealks anything.

You may also want to download HWINFO64. This is a monitoring program that displays more information about your system. It can be useful. If you use this program, tick the "sensors-only" box at program launch. This will open the program and it'll show a whole load of detected sensors. I would check the CPU and GPU temperature while you're at it. Make sure neither of them are high (90c+ causes performance issues).

Im not a computer guy so I don't know if that's everything needed for the specs.

Also after running task manager with Runescape freezing I see that the CPU goes from ~10-15% idling jumping up to 50+% (all of it being within the RS client) when the freezes occur. The memory stays the same.

I can play other games just fine with little to no issues whatsoever so I'm just confused on why this happens with Runescape

Has this always happened with RS, or has it worked fine with RS before and just suddenly started lagging like this?

HWINFO64 may be more helpful as it shows more information about what's going on while your system is running.

Sensors to look for would be the GPU/CPU temperature and the clock speeds of both the CPU and GPU. The clock speeds in particular should be monitored during the freeze attacks. Check the GPU load as well. The RS client uses your GPU more, so that needs to be checked as well.

The disk usage is also fine as well, yes?

I take it you've tried uninstalling and reinstalling your GPU driver? Sometimes this is all that's needed to fix performance issues.
