i had an issue where i can log in fine with putting in the e-mail and password but then i try too use the google sign in it acts like i haven't created a character at all. and wants to start me off in character creation / mode select

completely different way to login
compared to using your login email and password.

In order to use that option, you'd have to link your account to a Google account. This again, is completely different from the login email you used to sign up your Runescape account with (even if it is a Gmail email address). You might have a Google account under the same email, but without linking that to your Runescape account through the link 97 posted, you'll only be able to login using your login email and password combination.
