Stuck on Loading App Resources

Game gets stuck on Loading Application Resources, sometimes it actually loads but gives me a black screen after login in.

I've tried:
Updated all my drivers
Deleting my game cache
Uninstalling, restarting my PC and installing the game again
Installing on my SSD or my HDD
Same problem happens either opening via Steam or Jagex launcher

I was able to play yesterday during the morning, but when i tried opening the game again during the evening this started happening.
