I'm really hoping that someone can help. I am unable to login to the website or the game despite the username and password being correct.

I'm being auto-denied by account recovery. The password reset denial email states that the reason for denial is "character name unavailable".

Instead, a random new character/account has been created when I try to login with my email address, and I am forced to login with this account to the website. I suspect that somehow this is causing a conflict, but when I try to change the login email of this random new account, it says that jagex is unable to change that information, and all I can do is change my communication email.

I think it is best to go to Login email and registered email ... <- (link) to read about the difference of both emails.
Indeed 'Login emails' can't be changed, register emails can.

If your account predates 2010 you are able to login with your RuneScape Username.

If you use a RuneScape Username you have to click on said link to change the login form starting with 'RuneScape Username'.
Otherwise your login form starts with your login email (default).

Thanks for your quick response.

This is a pre-2010 account, and I am no longer able to login using the character name. When I try to login using the character name (using the character name login method), it says that the login info is incorrect. However, I know for certain that the information IS correct.

When I tried to log in using the login email method, I was logged into a seemingly new account with a randomized name. I tried to change the login email of this new account hoping to fix the issue, but that service is not available according to runescape's website.

The original account was not banned, and the character still appears in the highscores, but I am now unable to reset the password or access the account in any way.

Yes, that's correct: your login username (pre-November 2010 accounts) or login email address (post-November 2010 accounts) NEVER changes, even if your username is changed for inactivity or if your email address is lost/deleted. You will always use either to log in. What you are able to change is the display name of the account.
