While your concerns regarding in-game rulebreaking by specific players are appreciated, the forums really aren't the appropriate avenue for those player's actions to be addressed.
Any player whom you believe is breaking the game rules should be reported in-game, as ingame reports capture the appropriate text evidence that Jagex needs to be able to review and take action if action is deemed necessary. All players can be reported, including PMods, as PMods are not above the rules.
With that in mind, do remember that PMods are asked to report in accordance to Jagex's guidelines, and not every situation reported by a PMod may have a mute attached to it per those guidelines. If you feel strongly that a PMod is acting in an umodly capacity, that would be best addressed in an email sent to with the appropriate details for Jagex's review.
The opening post has been removed as it is not permitted to make accusations regarding another player's conduct via on the forums. Additionally, as there is no means to prove a player's in-game status from the forums, players who are PMods are not able to be identified as such in forum posts.
