Troll not getting banned

Been playing leagues and trying for soul wars pet as many other are. And there have been intentional trolling by a single person for weeks, with people reporting the intentional disruptive behavior to no use. Why is the report function there if it does nothing?

Us spending time to get a group together just to have this person join to ruin it and then follow us into new worlds trying to get away from him is obvious disruptive behavior. What are we supposed to do?

This is an issue with another player, not an account issue.

The Support Centre has a guide on what to do to deal with harassment:

Your in-game Reports do work. If you feel that Jagex may need additional information beyond what is contained in the in=game reports, then you may send additional details and evidence to them at the
