The Steam Client does communicate with Jagex's Game Client on your computer. Earlier purchases for RuneScape might also be on your computer.

My computer has never belonged to anyone else. I have never purchased anything for RS. So I ask again, how could that account have been connected to my email without my knowing about it?

And, it is not unknown to discover that the previous owner of the email used it to create a RuneScape account! Have I missed something?
It's not about the computer.

p.s. to check if this other account is a really old account. Log into the game on it and talk to Hans in Lumbridge. Hans will tell you exactly how old the account is and you can calculate the month/year of creation.
