Can't add communication prefs

I made this account on Steam but when I try to add email and pass, it takes me to a screen that asks me to check a box to confirm I'm human, it takes me back to the previous screen with all the fields unfilled.

I tried it 8h ago.. and now again with the same issues. I also tried it in a different browser but still won't work.

Try clearing your browser cache.
Instructions: Clear browser cache

Then try setting a login/password again.
If it still doesn't work, try the other trouble shooting on the Website issue support page.
