Hello, I just finished the three quests required for the golden cape shard(New foundations, Murder on the border and Unwelcomed Guests) and I have not received the shard as I was supposed to.

I have tried logging in and out and it did nothing.

Experiencing the same, just did all 3 quests and re-logged but hasn't popped in yet. Hopefully its just delayed and will eventually come through.
