First ban was 20th of April and the second ban was 31st of May Oh, that is not good.
Can I ask, why did it take you so long to recover the account? If you have access to the registered email, you can recover almost immediately.

I am sorry but you have missed the opportunity to get your account back into the game.
The first appeal was successful because Jagex could see that a hijacker was active at the time of the offence, even though it was the hijacker that appealed.
The hijacker appealing actually doesn't matter as Jagex is purely judging the in-game activity of the account.
The second appeal failed because the account was detected rule breaking again .
A second detection is always the end of the account.
The account owner is expected to secure their account properly and deny the hijacker any further access and you had six weeks to do that.
If you had 2FA active, it indicates either a back door login method (linked account), an insecure device or an insecure email.
If you needed to recover your account, it points to an insecure email. With a secure email attached to the account, the recovery would have taken a only few minutes.
