I happened to put my main game name on an Alt years ago thinking i was gonna make it a high level 3 skiller never happened and I forgot the email I used to create the account would they ever revert a name if it hasn't logged on in so long or is the name just lost permenatly?

Yes, Jagex does remove display names from inactive accounts however, it is at least six years since they last did this.
If your alt was an RS3 account, you can check it in RuneMetrics to see if the name is still attached. If it is still on the account, make sure you add the account name to your friends list so you can keep an eye on it.

When you say you have forgotten the email you used to create the account, do you mean the login email?
If so, you can retrieve a forgotten login via the tools on the Forgotten login support page.
There are two buttons on that page: 'Email Reminder' and 'Contact Us'
Try the 'Email Reminder' button with all your emails and see what turns up.
If the login does not turn up, use the 'Contact Us' button to message Jagex for direct help to retrieve the forgotten login.

Once you find out the login, you may or may not need to do a 'recovery' on the account, depending if you still remember the password and still have access to the registered email.
