When did the process change, i was under the impression after a considerable amount of time (2-3 years) you could re appeal via a form from the website but its no longer available?

We all mistakes, some more than others.

What im asking is, has it changed to the point i can no longer appeal past bans?

It depends what the offence is. Some offences cannot be appealed at all while others can.

Each time Jagex update the Appeal System, they release a new appeal chance to accounts that have appealable offences. There have been three new appeal chances given in the past six years due to three updates to the Appeal System.

So, in answer to you, it really depends what the offence the account was banned for is.

Offences can be appealed once,

if your appeal is denied the decision is final
