I am very sorry to read your thread.
If the hijacker managed to put through a change of registered email and you had to recover the account to get it back it means your email was insecure and the hijacker had access to it.
Have you secured your email?
Change its password and set up a 2-step verification on it to protect it from unauthorised access.
Unfortunately the ban only gets one appeal.
If the hijacker used the appeal and wasted it, they did permanent damage to your account.
This is why email, device and account security are so very important.
Hijackers don't value accounts the way the owner does and they don't care about ruining them.
I am sorry there is no contact point or person to speak to that will get your account back into the game.

The only way to start an appeal is from the 'Account Status' tab in account management.
You can check that tab and see if you have an appeal but, if you say the appeal has been used, then I don't expect there will be another appeal chance sitting there.
