Investigations done by Jagex/JMods are done thoroughly and take some time to be processed as well as appeals take some time to properly taken care of.
When Jagex/JMods have conducted their investigations fully penalties are being applied to accounts involved based on lots of evidence gathered over a period of time.
Jagex/JMods are constantly investigating their systems on flaws/errors or misinformation and if solid prove has been found that there is something wrong, Jagex/JMods will correct any possible mistake making it known to The RuneScape Community in public.

Most rulebreakers do know what they have been doing thus claims about false bans are flawed from the beginning.
