The Feud
The mention of this quests in the context of ones needing a rewriting strikes me as somewhat queer. Having played it recently (last year?) I rather enjoyed it. It is, of course, by no means the best quest ever, but the gameplay is neat enough, and the humour is quite strong. (Anything with Ali M is funny, in particular an entire town of Alis, camel excrement, boisterous street urchins, and a daring jewellery heist.)

The only thing I would change is tangential: make Rogue Trader a proper miniquest (rather than a minigame) after the quest, after which, at the end, all shops are available from Ali M simultaneously without having constantly to switch. Moreover, make talking to the four Alis that threaten the shopkeepers of Al Kharid (and the shopkeepers themselves) part of the quest, as well as informing Hassan or Osman about it. If possible, graphically update Ali M with his 2009 model (or something similar).

Finally: make the desert outfits from Siamun POH storable (maybe use them in some emote clue as well), and add a reason to use the overpriced rune store. E.g. after solving the sudoku you get a fixed selection of runes (once daily) that is actually worthwhile. Right now, the rune shop is one giant scam. (Completely in line with Ali M's persona, but terrible from a gameplay point of view.)

Ratcatchers
This quest has several issues but they're all gameplay-related. The Rat Pits are bugged, having your cat die to the king rat is simply annoying, and the patrolling guards in the mansion can get out of sync, making it a potentially impossible puzzle without resetting. Of course, any and all textual errors should be fixed as well.

What I don't get, however, is what's wrong with the characters. Overall, each of them has a unique and amusing personality which, together with the concept of underground cat fighting casinos, showcase the poorer side of the world's cities quite well. Besides, the player's internal [continued]

monologue about how the people he meets during the quest are all twits is quite amusing. ^_^

Legends' Quest
Whilst there is historical value to being the 50th quest, the first master quest, the pinnacle of RSC and so on, I agree that this quest needs significant mechanical updates. Apart from the obvious things like the interaction with the obstacles in the Viyeldi Caves, it would help if the entrances to the Kharazi Jungle were less annoying, and you were able to retrieve Ungadulu's three notes after the quest. Finally, the narrative does not make much sense; who is Nezikchened, why is he pestering the Kharazi tribe, what is Viyeldi's backstory, and so on.

I wouldn't diverge too much from the original, but some work is indeed required. More so than for The Feud (which is completely fine; my only complaints are with Rogue Trader) and Ratcatchers (which is fine in terms of story but needs gameplay polishes) I would argue.

Addendum:

Some quests that should have a higher priority than Ratcatchers (which, as I said, only has some mechanical flaws) and The Feud (which is totally fine), alongside the Legends' Quest, would be:

Tai Bwo Wannai Trio
In terms of mechanics, this is the absolute worst quest in my book. The segment with the mental priest (forgot which one that was; I think Tinsay?) is funny but otherwise the quest is awful. The order in which to help the three sons is illogical, there are many wrong permutations of item combinations that you can make without feedback on what you are doing wrong, there is a hidden 65 Fishing requirement for ironmen (too high for such a quest), and there is plain annoying stuff such as the EXACT dose requirement on the agility potion that you gift the hunter (Tamayu?), who, by the way, keeps stealing your spears if you mess up.

Please fix this quest before anything else...

Heroes' Quest
Overall, this is not a bad quest (multiplayer portion is debatable of course) but there are some RSC relics left behind. For example, you are directed to Entrana to enquire about the firebird. The local priests direct you to the High Priest, who has no dialogue on the matter. As such, without a guide, you have absolutely no idea that or how you have to get the ice gloves. (Detailed thread on the matter: 317-318-40-66223352 ) Some hint that you should visit your Arrav gang for the thieves' bracelet (e.g. internal monologue by the player when talking to Achietties) would be welcome too.

I don't think I need elaborate.

Doric's Quest and Imp Catcher
Whilst what Mod Stu did for Imp Catcher in RS3 would be amazing, a quicker solution might be to make the ores and beads, respectively, that you have to get untradeable. For the ores, Doric could want some kind of "extra fine" ores or something (commonly mined when the quest has been started) whereas [cont.]

Deary Lord, I'm playing the Legends' Quest right now and it has some issues... Many of the feedback messages you get (passing obstacles, pure water evaporating, etc.) are easily missed because they are in the chat rather than having separate chatboxes, which should be amended. Also, the interaction with Ungadulu is... very... broken... having killed and attacked him (and died myself...) and re-read his tome and scribbles for a while now, I genuinely don't know how to proceed.
