That's what we've done for Nightmare Zone, yes. In fact Barbarian Assault's already working exactly like you described. The runes simply don't count as runes if you're not in the minigame. Same with the free anti-dragon shield, pickaxes and secateurs - you can't equip them outside the game, and they won't work on dragons, rocks or farming patches if you smuggle them anyway. And they don't go through the Trade system either.
There's a bug at the moment where the fake runes in Barbarian Assault aren't recognised by the autocast interfaces. We've had to try and fix that for Nightmare Zone, since people might want to be able to autocast. (It's been blinkin' difficult fixing the autocast interfaces without an interface editor!)
