After you've mentioned the Spite vote is minimal I think this is an awful way of dealing with the issue, which is that unpopular content has less support. Each OSRS player should have an equal say on the polls because they have potential to play the content. Just because someone doesn't have a huge amount of play time in PvP doesn't mean their opinion means less. Everyone gets to play each part of the game - unpolled content and locking votes off to certain players means when they come to play it, it will either not be what they are familiar with or they will be alienated from it because they didn't get to have their say on the it.
The only way I can kind of see a limit working is if the content has a beta, like this BH update had. Players don't have to worry about getting their account to a certain level in game and/or risking their bank in order to try it out. Trying a beta out for an hour is easy to do and allows the player to come to conclusions about content, although with the ageing player base dedicating more time to a beta instead of a main account is a luxury, especially when the Spite vote is minimal, like you've mentioned before.
