The underwater thieving/agility is already good, it doesn't need a buff. And I do consider allowing players to choose which skill the xp goes to a buff, since it's going to be the new highest agility xp/h in the game. If the popularity of content is so important why not make changes to long outdated content instead? Why is creating more buzz around Fossil Island so important? How about instead of artificially boosting the popularity of already balanced content, Jagex just focuses on making more good content?
This really just shows that the goal for new content is popularity over balance and quality, which is a real shame. Forget the underwater thieving, just look at the fact that you're talking about making high level passive hunter xp. I guess that's good for me because my hunter level isn't anything to brag about but it just seems so out of place and I don't think it's the right direction for the game. If you're looking for something to buff, pick some long-forgotten interesting piece of content that actually needs it. Let players discover how good Fossil Island is on their own without making any hasty changes.
