We go to the external sites because the discussion takes place there already, and in a lot of cases those specialist sites can provide a nicer medium and format for the discussion. It's definitely not the case that we regard those players' opinions higher than the people here.

I don't agree that something should be permanently blocked because it failed a poll once. Situations change, and players' opinions change too. When we polled trading solutions in mid-2014, it seemed pretty clear that a GE wasn't widely supported. Then in 2015 suddenly it was.
There's also a lot of scope for a repoll to be different. If new armour fails a poll, there's plenty of reasons why people might have voted No. The stats, for example. Or the appearance. Or even the source of the item. Those things can be changed, and offered in a new form.
After all, we pitched a dragon platebody drop from some high-end Slayer monster a long time ago, and the players' response was very negative, mostly focusing on "Dragon items shouldn't come from Slayer". Fine, it hasn't, But in future we could still offer the dragon platebody from some more appropriate source (e.g. a quest).
As for things that aren't polled, I'm afraid that's not really an option. I'm sure some players loved the infinite free money duping bug in Ratcatchers, but we weren't waiting for a week to get permission to fix the game. Similarly, there'll be things - including the company's policies on topics such as gambling games and rules - that cannot be left for customers to decide. We try to avoid these things happening, but will never be able to promise you 100% control over everything that can ever affect the game.
