As other posters have mentioned, I'd feel it takes away from the luck factor involved, which has always been a key part of pets. On top of that, the pets are balanced around taking much longer than just 99 to obtain, so that would bypass that.

We changed something not so long ago so that if you do get really unlucky, and hit 200m in a skill without getting it - it becomes much more common. Twitter: @JagexKiere*
