How about a pet for walking, you have a 1/100000 walked tiles chance of receiving a pet.
Since your plan is to add pets for everything....

My shovel made it, except not made of rune.

That said, I don't like the idea of untradable item on clues. Clues shouldn't feel like something you "have" to do, t´hey should be something you want to do because of profits.

Very nice! Please consider being able to change hard clues to a lower-teir. I don't think a lot of people want to spend time grinding to get easy/med clues; however, with this you could just train slayer and get it over time.

Honestly, another tier of clue scroll is completely unnecessary; I would much rather have a rework of elite clues, seeing as it's rewards are lackluster for the time and levels required to complete them.

All the untradeable rewards, excluding the pet, is also terrible. It might be better to have each tier giving a better chance of receiving the pet, with elites giving the best chance for it.

The ranger gloves, holy gloves, and god blessings are great*

**;DR - No new tier, make elites more rewarding.
