You can set up the authenticator without them
Go to your account settings, authenticator and follow the links from there, it's in the FAQ
On topic:
I'm surprised that quite a few people ask for a lvl 99 requirement for skill pets - I can't remember anyone asking for lvl 99 requirements for boss pets? It will be a rare chance to get one, just as it is with boss pets. And some will get them early, and others won't get them at all. Just like with boss pets.
And not fair if you're already 99?
In pre-EOC I was 99 in all skills, and regularly new stuff was added, and like many others I'd have to go do things again. That wasn't always fun, but I never heard nor did as much complaining as I come across here now. You got 99 early? That's an awesome achievement, but it doesn't give you the "right" to own a rare pet already.
For instance - I never got all the the big fish or head drops. That's a pity yes, especially for someone like me who tried to get their hands on each and every piece of bonus stuff. However, that won't mean I'd say "cause I couldn't get it before 99, you shouldn't either".
What disappoints me most though are the fighters among us who don't think skillers being worthy of a pet as they "didn't work hard"? Now I'm asking you.... who were getting all the materials again that you're using in your fighting? Your bows, your arrows, your bolts, your knives, the fish you eat to keep your health up, the runes for your spells...
Or because there are enough pets already? So now the fighters have them, skillers can't get them anymore? What's this?
One "negative" thing:
skills necklace - motherlode mine is not a guild, it just shouldn't tele there.
