The hourglass is in the bottom right corner as it was in fixed mode, but in resizable it's nudged in so that it doesn't go behind the chatbox or inventory panel.
I've no objection to putting it somewhere else. After all, that's just what I did to the Barrows overlay today.
It would be lovely if the close inventory tab option with hotkeys could possibly also not move the arrangement of the tab locations being above and below the inventory instead of always just all long the bottom (hate it that way) but love being able to close the tab

If you've got the stones arranged above and below the inventory, we do not offer the ability to close the tab because the hollow gap in the middle looks really weird, and the space isn't usable for anything else.

Where would you like it put?
My suggestion would be moving it to top left corner as it is not in use of any other layout, and make it that you can click through it or make it slightly smaller (would make easier to open doors).

Top left would potentially cover the text that tells you what you're clicking on, though I suspect most people don't need that text anyway.
It's scalable. Should be possible to click through it already.
