Making the chatbox click-through for everyone is easy.
Making a toggle takes a fair bit longer.

This gets me to the old interface and the one giant line, but I am looking for when both rows are on the bottom of the menu stacked on top of one another. Like /JagexAsh/status/602831121584246784

No, that's just based on your screen size, and doesn't have a toggle.
