We're giving quite a few people the tool and they will operate across multiple timezones so keep an eye out on twitch.tv for those doing the giveaways.
Of course you could always complete the Halloween event and collect 2 Pumpkins as a reward there.

Where do you want to make a complaint about? I've seen answers to your questions a several times now. Jagex does what the community wants, they poll before they update. So if you are not happy with an update you don't belong to the 75+% that voted yes to it, and you have to deal with that
