This post on a Runescape fansite may have answered your question. It seems like a anti-cheating mechanism Jagex used many years ago to validate TH keys and stop some players from somehow using keys inhumanly fast (e.g. 2 keys per second):

"I bought some keys for the new ethereals and it seems like jagex added a new feature that is really starting to tick me off.

Every time i use one of my bought keys I get a loading screen telling me to "please wait. Attempting to approve bought key"

I've bought keys before and i've never seen it. And it takes 5-10 seconds to use a single key now."

Shrug! Other than this, I don't see anywhere and anybody got this message at all.

Neither has anybody shown the "massive TH bug" OP claimed other than just a mere edited screenshot.

The chance is this "bug" might be a hoax as if there was really such a bug most people would have seen and reported it everywhere. After all, a friend of mine could show me the same picture too, but he didn't play TH at all. He just saved about 15-20 large cash pouch in his inventory and opened all of them at once... now that it would be for us to see 2 large cash pouches being claimed in 1 second. ;)
