I did put in a bug report and a tweet to jagexsupport but thougth a post here may save others some hassle too.
Currently the items rewarding exo for skills are not working properly. The chat message tells you the esp you should have received but you dont actually get it.

The exception being fallen stars and lamps with specific skills, they work on some of the skills but not all. Thieving and magic work so far for me.
spent 75 keys before I noticed this, don't do the same thing.

Did you opt to auto-consume stars and lamps? You can check from your TH interface.

No I did not is how I know which ones worked and didn't. The last dozen or so I did use the open all thing though with no luck, no exp was actually awarded even though it did say so in chat window.

Like fallen stars, the current glitter bomb promotions do not give direct XP. They give bonus xp.

Bonus xp is stored for each skill. Then when you train that skill it is matched to the actual xp earned and doubles it, until you bonus xp for that skill is used up.

You can see your bonus xp in green, when you hover your mouse over each skill on the skills interface
