Would make more sense if quests were and skills not imo.
How does it make sense to have anything else in the game buyable with real money other than the membership fee? Jagex already gets paid from that, so much so to still make a decent profit with membership fees alone, so you're literally only hurting yourself by asking something more to be buyable, since it's absolutely pointless for you as a customer to pay more than that.

Youtube videos help sometimes but then quests take lots of time and not fun at all.
This is the reason I hate doing quests and i think I would pay to skip them (first time in my life I would pay irl money to get something in game)
Fair enough problem, but why would you try to resolve that kind of problem by asking Jagex to skip content for you in exchange for paying more money to them than is needed? Why wouldn't you instead ask Jagex to make that content (quests) more fun for you instead? That's what the membership fee is for: Jagex continuing to improve the game.
Just saying, there are so many better ways to spend money than to pay to skip playing a video game, and you won't always be able to solve your problems with money, so it's better for you long term as well to not get comfortable with money solving everything by looking for alternative ways first instead.
