I wonder why this 450 key offer + free umbral chest is not on bonds. They are losing out on huge amounts of revenue this way.

Most likely because tons of bonds already exist in the game, so lots of people would be able to redeem their existing bonds for the offer, resulting in less new revenue for Jagex. By having the offer tied to the actual key package, Jagex guarantees new revenue with each redeemed offer.
