Yes, I noticed sometimes some lower rarity slots give better rewards. Jagex may have sweetened the prizes according to their comment on their last blog they were looking to increase the base values of some common prizes.
That's why I always look at the prizes (if they are transparent) instead of the rarity, and use my Hearts of Ice.
