TBH 60 was a little extreme. But that is what they do. Go from one extreme to the other. For a long time we had key sales up to 50% off. They made the key limit 30 because the sales were random and coincided with loot duels, and people were banned for that.
So after the limit we were encouraged to farm the promos in exactly the same way as those players, but with only 30 tries available. Then we had a PR nightmare when the master quest rewards weren't good enough. Jagex was blaming the ninjas for stealing all the rewards. It was pointed out that we can get 500k XP just from a key sale; the quest rewards are a bit lacking in comparison.
So they ended the key sales and set it to 60, obviously for the heavy buyers and to avoid claims of gambling. Even then they provided video poker style promos where we can choose to win or lose and farm oddments.
Now finally we have gone to the extreme of no sales and a steep limit of only 10. One problem is that by using the extra keys recently it shows how unrewarding the promos actually are. When you consider spending actual money, the main lure is to 'get lucky' and win an item that you can sell for billions.
Well, when everyone is involved the billions fade really fast. So we will now face the further extreme of insanely rare and valuable items, with a strong lure of gambling to win it.
