Promtions never end. There will always be another promotion after this one. Even without promotions, we always have a chance for coin pouches and now coin pouches come in more often too.

We get lamps and stars in game too. Basically we get almost everything in the game except the "rare" items from promotions. However, TH is never designed as an exclusive source of all items. There must be some more common things on TH to make the "rare' more rare, right?
I think that Treasure Hunter wasn't nerfed, but it needs to be nerfed and rebalanced. The amount of silverhawks, springs, and magic notepapers are excessive. The recent changes has led to the values of these plummetting to new lows. 200m agility is now relatively economical for the average player with silverhawks. If that was Jagex's goal or intention, they've achieved it.
Now that springs and magic notepapers are in the 250 - 300gp range and silverhawks around 1.3k - 2.4k, these rewards aren't at all exciting. The amount of oddments received is excessive, and too generous in my opinion. On 50% off key days in combination with Loot Duels, Rainbow's End, Double Dragons, and some other promotions, a person can essentially spin for free 30+ keys consistently due to how common oddments are.
I'm not a fan of the reworked Treasure Hunter. I would prefer to see it reworked, rebalanced, and modified based on player's interests. Why doesn't Jagex conduct a Qualtrics survey, or utilize the in-game polling system to ask players what they would like to see prior to rolling out these changes?

Not based on the amount of crap they intend to add to the oddment store, and you don't even know at what prices yet. So, you're probably likely to need as many oddments as you can possibly get your hands on.
