A few ideas...
I don't know how many people have access to this section, but in order to increase activity here, it looks like we'll need more members. I suggest automatically inviting anyone who streams on the official RuneScape Twitch account, plus maybe have a look at some of the recent posts on this Youtube Channels thread.
I think JMod interaction is also important to attracting people here. If JMods rarely visit this forum, then there isn't much reason for videomakers/streamers to do so either.
I can see JMod interaction happening in two ways: first, I suggest adding an auto-hidden "Flag a Concern" thread, which videomakers/streamers can use to ask questions privately.
Second, I am sure Paul M isn't the only person involved in making videos at Jagex.
Could we get these other JMods to post about their work here? One of the things that makes the clan leaders forum so successful is that web developers, game developers, and community managers all post regularly in the forum and are very open about their plans, priorities, and capabilities.
A chat lounge and a few forum games could liven things up too!

Looks like this reboot never happened, I'm not sure how active VIP club is going to be since it's very likely no current JMods work with it and people post like once every two weeks.
I think if we plan to reboot these VIP forums us players inside here need to do something about it.
