So Kerapac flies east of the needle location, (fossil island is towards the east). Kerapac uses the needle to bring back all the dead dragonkin/dinosaurs that lived on fossil island by reversing the time in on that island. So we will have to go to the historian in varrock and use our kudos to finally travel to the illusive fossil island that is no longer fossil island. Hence the "land out of time" title. It will be the first step to stopping kerapac who is collecting the elder artifacts like they are infinity stones to snap away the universe. (he has the mirror, the needle and the staff of armadyl though he destroyed the stone of jas because he had to break his connection).

I am hoping parts of the land will have skeletal dragonkin/dactyl races and other parts will have living dinosaurs and etc. But I do believe that kerapac is using the needle to reverse the time on the island. Also runescape's instagram replied to a comment asking if the island is a prequel to fossil island and runescape replied with something along the lines of "shh! something like that ;) " but they have since removed that comment. So thats my theory.

That's an interesting theory. I would totally support it. I think the dinosaurs (you know, big lizards) are doubtless connected to the kin.

I actually like your point about the title. Everything about it is referring to some kind of time slip or something. It isn't a land out of time, if the dinos were supposed to be there.

I agree with what ought to be on the island. Like both skeletal and living things. I also think it ought to have content ranging many levels. Some high-but-not-endgame stuff would be good I think. We had some novice content recently, and endgame material, but not stuff in the range of level 70-90.
