No, it is not confirmed. It is simply Devil's headcanon. We know very little about Xau-tak. At the moment he is simply another God and will remain so until it is expanded upon.

No, it is not a confirmation. This is merely the general description of Cthulhu, which Xau is based off of and would be wonderful if it held true. I do believe bits of this have been confirmed/discussed. The parts that Xau can transcend time seem to be pretty spot on as he sends a message to Sliske about us thousands of years before our birth.
