Races without afterlives have been shown to be capable of raising the dead. Including the actual god Zamorak.

There is seemingly nothing stopping a god or other divine being from being in the underworld, since we've seen Gielinor and Sliske there.

Actually .... you might be off on that ...

Sardomin was only able to revive the repeatedly dead using the Wand of Resurrection. (Referring to Sir Owen in DoC).
Zamorak's ability wasn't all that different from what Lucien, Zemo, and Sliske could do: converting the living into wights or re-reraising them after they were dead. Converting someone (or someone mostly dead) into a wight might simply be an extension of necromancy, no so much "godly power". In addition, the conditions in which the truly dead were "brought back" was rarely in a form of the person's original character. Usually, they were nothing more than an animated husk ...

However, we also know that each god is semi-unique. There are powers that are semi-universal, depending on how much raw power *cough *tiers* *cough* they have, but that isn't to say that a god might have a more unique ability.
Take the recent God of War 2018. Mimir states that the gods of that universe often have divinity that takes different forms. ie: Mimir is nearly omniscient, Kratos has super strength, Loki/Atreus can currently understand languages (or at least pick them up quickly).
RS Gods aren't exactly locked into a role (ie: God of Order, God of War), it's more just a general philosophy they champion.
That does not exclude a god from being more likely to do stuff with the dead (ie: Ictharlin) while another is more adept with plants or making portals, despite potentially being "under-tier" for such a fete.

We don't have a full slate of what Gara-Dul could do. But it is quite possible that gods could have been able to resurrect someone, though at the cost of a massive amount of energy. (Which might also be why RS Gods don't do this.)
Gara-dul might have been able to resurrect the trio and heal them of the blood sickness, without giving them divinity, and still live. It simply chose to go all in AND make the trio demi-gods knowing full well what could happen.
In addition, it's possible that Gara-Dul was more easily able to complete these two fetes compared to similar level gods, at the expense of struggling or not being able to do other things. (ie: another Tier 5 god might be able to resurrect and make a demi-god out of 1 person, while Gara-dul could do 3 with the same amount of effort)

We just got further confirmation that the Karamjan trios are indeed demigod level tier (see first post again). They might not be considered the sons and daughter of Gara-Dul, but they are in that tier zone. It seems that Jagex changed their definition of what a demigod is on the tier list.

Well Saradomin isn't a necromancer, so obviously he would need the wand.

The rest of what you said is in agreement with my own thoughts, I was responding to Snake Bearer speculating that gods are normally barred from doing anything related to the Underworld at all due to their lack of an afterlife, which is false.
You never were our brightest star, Khazard. 'Vermin slaughtered like lambs'? What does that even mean?

Well, you're certainly an expert on many things, and are well-documented on a handful of matters.

Though I think there's a big difference between bringing one back to life in full flesh with their soul, and just necromancing in the way mortals re-animate dead bodies.

The wand was a tool capable of more than reviving some corpse, as it requires tremendous skill to bring back the soul. I think that was the whole point of the wand not being able to revive gods, cause they've given up the right to an afterlife with their divinity.

Their soul can't reach the underworld, so how would they go there in the first place? Demi-gods are still very powerful borderline-mortals as I interpreted Mod Osborne in a stream.

Gielinor was an exception, really: its power came from souls within the underworld, though remember: it was actually Nomad that brought it there; he's the entire reason of making him ascend within the underworld. Sliske wasn't a god either at any point, as his soul still exists.

Death's opinion on the matter:

"A true [god], perhaps not, certainly I sense no great intellect there. But power...there is definitely power there. "

Ichtlarin gives his explanation:

"He's building an abomination. A horrible combination of the tortured souls he's absorbed. My sister at least has the good grave to devour her souls...but this...this thing. It's far worse. I can feel them. Each soul that gets fused to that monstrosity. Their terrible, unbearable agony and then the sudden silence as they as shredded apart. This is not a god. It's an affront to the natural order of creation."
Sometimes one must operate within the
shadows
to serve the
light
. For a man makes no noise over a good deed, but passes on to another as a vine to bear fruits again in season, in order that the world may ever be new.
