Why does Jagex hate libraries?

I think just a couple of lore books are enough to justify a library. Like we got with Lletya, or Robert the Strong's library.

But, more than that, I'd just really like to have a library environment. Not a couple of plain bookshelves in a tiny room in Varrock Castle. But something that gives you the same feel as a museum whose lifespan has surpassed humans. Vaunted ceilings, great piles of musty tomes, shafts of light catching the dust on old armchairs and faded paintings. Narrow passages between shelves, cavernous nooks. A REAL library.

I'm really hoping we get something like this in Menaphos. Maybe they could include something that would make it a more attractive place to visit - like a study station that acted like a different portable at different parts of the day, but had limited daily use? I don't know, and utility is not super important to me. I just want to see a library.

If Jagex is too busy to create stories, they should have us lorehounds create stories that describe obscure lore or hint at quest plotlines and insert them in random bookshelves. Could get some players who read them interested in lore...

This seems like one of those well-intentioned but poorly thought out ideas.

Yeah, this would flesh out certain points of lore and fill out the shelves of the world, but it would also write Jagex into a corner as they now need to take into consideration both the lore that they write and however many of the stories they decide to add in. It collapses what is essentially a Schrodinger's cat situation into one specific resolution rather than leave it flexible to the needs of the story writers.
