I get the feeling that My Grumpy is just hiding out in the wilderness?
Mayhap be due to him not wanting any human interaction?
He spends his time rapidly pacing like he's hyped on mega doses of caffeine; what meditation?
Just being lazy?

Well the thing is urhney would move back to lumbridge but he can't afford to buy a new house which is why he took the golden chalice out of the bank. He was going to sell it to a collector but then some adventurer stole it from him so he now he will never have enough money to move out of the swamp.
Or it could be he borrowed *cough-stole-cough* the chalice and is hiding in the swamp as the one he stole it from it still looking for him?

The guy looking for him would have found him long ago, unless they really are that incompetent. I mean the most dangerous things in the swamp are giant rats unless they went in the caves and got lost, and let's face it, the rats pose no threat at all even to the most novice person. A beginner could punch them naked with little problems. And it's easy to navigate the swamp with a map.
