I cannot find hazelmere on the second floor of lumby castle iv looked everywhere and its frustrating me can someone help?

I have he is suppose to be in the Room on the second floor (American floors) to initially talk to him. He is just not in the room in general iv tried exiting and re-entering and it hasn't worked.
