This is part of the hidden lore of Sliske's Endgame given to players who sided with Saradomin. Zaros reveals the existence of a group or faction called "The Obsidian Tribunal" that he got Nex to "rescue" or get his daughter from before taking her into custody for the deal.

Who could "The Obsidian Tribunal" potentially be? Are they potentially a new and potentially hostile individual or faction? Are they a faction belonging to another god or group of people? Corrupted Magisters? Its hinted they have several worlds owned by themselves.

They are the ones who kidnapped his daughter Adrasteia before Zaros sent Nex to rescue her on one of the worlds they own planning to free her in exchange for Saradomin giving him the stone, in which you know afterwards Seren rescued her in turn from Zaros' custody to return her to Saradomin afterwards. Having the stone, losing or not.

Zaros: It is too late to rail against our agreement Saradomin. The terms were clear and your agreement was not coerced.

Saradomin: Then is she...?

Zaros: Your daughter is safe Saradomin. Nex found her on one of the Obsidian Tribunal's worlds . She is safely in my possession now.

Hmm it could be a group of gods that've taken over a series of worlds. It could be that the Queen of Ashes is one of them. But if that's true who would the others be? The statement below is false.
The statement above is true.

Some players speculated it being Xau-Tak when I mentioned it to them. If not then some potentially hostile group or a corrupted governing body of Teragard.

Before Saradomin left the world he left Magisters, Teachers and Priests whom he trained to run the world should he have to be absent. And split administration of the continents around Teragard between 12 magisters.

Not sure whom it could be.

Xau-Tak does have a connection to obsidian rocks and structures, so it's certainly possible that The Obsidian Tribunal is a group of Xau-Tak followers or something. Of note is that the Obsidian Tribunal and Xau-Tak are both mentioned in the same ending of the quest, and nowhere else. You never were our brightest star, Khazard. 'Vermin slaughtered like lambs'? What does that even mean?

Two possibilities. Xau-Tak or The Obsidian tribunal is Zaros's name for what the Teragardian Magisters have become, with the schism at their disposal they can travel to worlds and easily take control of them with their strange sciences..

Doesn't one of the lines about Xau-Tak mention obsidian in some way? I could see it being related to the Queen of Ashes, though. We know that the Queen's servants are called pyradins, so perhaps the Obsidian Tribunal is the group that the pyradins belong to?

Ah, so Zaros didn't 'kidnap' Saradomin's daughter, he rescued her from this new entity. Damn Zamorakian propaganda.

Anyway, this Obsidian tribunal sounds like some sort of criminal organisation, like a group of religious (or anti- religion) fanatics, or some sort of mafia.
To me at least, this sounds like it would fit Saradomin's character most.
As Padomenes said, most likely from Teragard. It could work since Saradomin hasn't personally visited Teragard for some time.

Sounds Teragardian as others have said. Could be in Saradomin's absence this group has declared themselves the true leaders of Teragard and any other human colonies.
