in no way is khazard ever the good guy, even if he somehow isn't the aggressor

The gnomes attacked Khazard because Khazard's influence was growing, not because he was making plans to invade them. This is 100% the gnomes' fault, it's like trying to pick a fight with your neighbor because he's been body building.


Humans had settled in the area and were looking to establish a foothold in what had been gnomish lands

I forgot about this line. It's easy to forget because it's never brought up elsewhere in the text, but clearly the gnomes considered the land theirs at one point. Now you could probably argue anout whether that claim was legitimate (they went underground on several occasions, even after the god wars iirc), but from their pov it could be seen as an invasion of sorts. Damn humans stealing gnomish lands!


... and of course we're talking about Glouphrie here, who actively sought out conflict with humans. Not sure if it's fair to blame all of gnome kind because he tricked Bolrie. He wasn't even King.

Thing is, the gnomes may claim the land in name but they had basically nothing there to mark as their own. It's not like they had a line of small settlements or even a signpost. The humans basically began spreading to the middle of nowhere that the gnomes had the audacity to still claim as their own despite abandoning it for the past few eons.

To be honest, it's coming from the old runescape era back when not everything needed to make sense and plotlines weren't coherent next to eachother.

Looking at the geography of the area just adds to the confusion because the Tree Gnome Village and Port Khazard are right next to eachother (and Yanille), yet the battlefield has the Khazard troops dug in up against Ardougne which is nowhere near port Khazard, and neither side has anything to do with their neighbors in Yanille either.

Guarantee the whole questline started because a dev wanted a cool battlefield somewhere and that's where there was the most room for it.

I don't know how much actual lore there is.
Theory:
Besides Zemo, Khazard was one of the few active Mahjarrat.
Khazard opts to try to "retake" lands once held by him and Hazeel. He knows he is in no position (atm) to take Ardougne. He figures the Tree Gnome Village would be a soft target.
He first establishes the Port as a his first base of operations. He does have some followers, but tries to recruit more. But the quality of what he gets is more "thug" than "soldier".
He has a secret talk with King Lathas. Lathas has a WW2 type agreement between German/Russia regarding Poland. He won't interfere with Khazard since he is focused on the threats in the Pass. Khazard will 'cede' some territory allowing Ardougne to expand southwards. Lathas will diplomatically stall the gnomes. And he figures if Khazard's forces ever become an issue, he can still eliminate them (or make a last second alliance with the gnomes.)

Khazard attacks the gnomes. It is not a quick victory. Time passes, he gets bored. He creates his Arena. Locals go missing, but no one does much about it.
Khazard more or less withdraws from the War letting his "army" deal with it. He entertains himself more with the events of the Arena and making longer term plans like how to revive Hazeel.

Eventually the events of Fight Arena and Tree Gnome Village occur. Then the Shadow Sword miniquest.
Then Hazeel takes part in the last Ritual.
Renewed by everything that has happened, he begins to take a more active past in the Gnome-Khazard War again, even though things on the battlefield don't improve.

The war is still stalemated as he doesn't have the army size or resources he needs. But his goal has shifted. The 'battle' is now more of a training ground to professionalize his forces for Zamorak.
The gnomes can wait.
