Seren vs Zaros who would win?

Zaros would dominate in a war. This isn't even a question. Zaros is tactical and logical, and once held the largest empire on Gielinor. Seren's leadership skills are questionable at best, and her only strategy is to isolate and ignore. Think 5 star general vs. Tumblr blogger.

If you want to play the "adventurer can beat Char" card. I can solo anything in elf city with a bronze axe. Please do the same to Nex. Nex > Elf City.

In a 1v1 fight, they should be evenly matched.

Zaros' leadership skills are also "questionable at best", going by how Mod Jack himself intended us to interpret the various reveals about the empire. Zaros not knowing about all the bad stuff going on wasn't meant to paint him as a blameless perfect god, but that he was, in Jack's words, a terrible leader.

Not a terrible leader, just terribly trusting.

He instituted a bureaucratic government, an objectively good decision. His failure was that he didn't realize that corruption was a thing that could happen.

Where he directly intervened, success happened. That success was just not sustained by whoever he put in charge when he diverted his attention elsewhere. In a war effort, this failure would not occur, as that is something he would devote attention to until the war was over.

From what I gather, the philosophies and perceived leadership skills Seren and Zaros attained came from the mortal species they encountered, the first ones they met in particular. In Seren's case, she avoids fighting at all costs and has great willpower, but she could fight and lead in war if she really wanted to. The Mather1 said :

This quote suggests that the Chthonians had an almost perfect system where corruption was nonexistent. Another quote that supports this is when Zaros said that they
"were not monsters. They were vastly intelligent, their pursuits cultural and artistic."
Corrupt beings wouldn't care to integrate into culture, or to dabble into art.

Of course, Zaros would be trusting at that point. He has the aura of loyalty which affects people around him, and he noticed that his followers supported him willingly even when he was away. And he says that he never doubted Zamorak until he betrayed him, and to this day doesn't know why he did it. This suggests that Zaros and Seren still have quite a bit to learn about leadership skills, having never really needed them due to their aura abilities, but in a 1v1 fight they would be equal. I think that Zaros is the better attacker but Seren has the better defence, but that being said if Seren's emotions get triggered in a way she could be more aggressive. And their intelligence is equal.

The reason he couldn't run the empire efficiently was because he became reclusive and started delegating power to the mortals. Right before his betrayal, he was about to hand the empire over to Azzanandra and Zamorak.

This has nothing to do with his abilities as a logical tactician of war. Zaros has proven himself in this field, having conquered the largest amount of land in his time.
