Having played RS for the first time in 2007, this Kourend drama has interested me. It wasn't around then of course.

According to mainland Gielinor, is Kourend a 6th age discovery, like the "New World"? Is it recent in the public mind, or has it retroactively "always been there" since it was introduced to the game.

I'm not interested in the history of Kourend as there seems plenty of ingame lore to discover about that. Rather, the relations with the mainland, roughly when they discovered each other and developed trade etc.

There is no Kourend in RS3, as of yet. There was an old survey in 2017(?) or in 2018(?) that asked players if they wanted Zeah Introduced in Rs3.

Of course with that no longer being a matter, it was stated by the Jmods that if they do bring Zeah Over to Rs3, they'd bring it into the 6th age timeline. But as far as we know, since Jagex has a policy that sees both game as one timeline, with a bunch of hand waves in story telling, Zeah does exist in Rs3, but it is a Osrs story, in the future that could change.

Keep in mind, OSRS is still within the 5th age.

Even though RS3 and OSRS shared the same lore before 2007 (real world time), it doesn't automatically mean all the places existed in OSRS are still in the 6th Age RS3 as a lot of things can happen and change or even totally pulverized the likes of Zeah and Kourend.

An example is Everlight existed in the 2nd Age and it definitely should be a part of OSRS but does it mean it still existed in 2020 (real world time) OSRS and even if so the story and content will likely be very different as putting Everlight in OSRS will mean things like destruction of ToB and such. :D

RS3 doesn't have any plan to put Zeah and Kourend etc in their game although anything can happen in who knows how far into the future. Even so, they said the content will be totally different too as in the example of Everlight in OSRS as I mentioned.
