I was wondering if there was any definitive proof that Zammy's Lair in DAT was indeed F61. I looked through the quest dialogue, but it doesn't really say 100% that this is F61.

Zamorak says, "The device you possess brought you deep below Daemonheim. Few in living memory have had the honour of walking on such hallowed ground. So remote and inaccessible is this place - beneath floor after impassable floor of horrors - that we are safe to recover from recent struggles lost. We Have Bilrach here to thank for its sanctuary. He has earned his place as my right hand."

That sounds convincing enough, but then I thought about the other times we've been to previously inaccessible portions of Daemonheim, such as in Plagues End and One Of A Kind, wondering if this was just another hidden part of daemonheim the player couldn't access for quest reasons regardless of one's dungeoneering level.

If anyone knows the answer or has a good theory as to why its not F61, I'd really appreciate hearing from you.

I think it's supposed to be a section of F61, with the main floor elsewhere. The "boss room" is probably the Portal chamber. But Zamorak's audience room(?) could be an ante-chamber to the side of the main floor, and not a part of it. But that is where all the action supposedly took place back when that power was felt in the prelude to Dungeoneering's release.

There is probably enough wriggle room to change things to some degree though. But that is supposedly floor 61. At least in part.

I don't think it's stated outright in the quest, but given that Moia and Bilrach were explicitly at the 'bottom of Daemonheim' in Nadir (the name's a dead giveaway), it's safe to conclude that we are in fact on floor 61.

Also, it was confirmed a few different places out of game.

Honestly, with so many big questions unceremoniously wrapped up in DAT, I don't know how many people would even care about a Floor 61 Saga. Zamorak, Bilrach, the decaying body, etc., it's all been cleared up. The only really outstanding mysteries are the Smuggler and the Rift itself - and I think these might be better off just folded into a future Dragonkin quest.

I believe that Zamorak's lair is either part of Floor 61 or literally right between it and the Rift. This would make it easy for Bilrach to use his portals and ritual marker to set up security in Daemonheim, but I think there's something else in Floor 61 as well. There are two other things that might be there apart from Zamorak.

When Thok and Marmaros got there, they saw a dead body crawling with maggots, and heard voices. Marmaros then tried to kill himself, and a man who Thok describes as Fremennik but smelling clean, tells them that they're not ready for what's really in there.

Another thing is that the Rift could be the point where the Dragonkin hid when their homeworld was revised by the Elder Gods, and that its entry is actually in many different places, which is how the Abyss is so easily accessed even when Solus from the Wanted! quest teleported. It's even possible that Xau-Tak is actually inside the Rift, and that the nearest point to him happens to be in the Underwater City. Another point could be in Teragard, and another might be on Infernus.

A Floor 61 quest (It wasn't supposed to be an actual Saga) could also be a Dragonkin quest.

You asked for proof, so here are some quotes from Q&As:
Original message details are unavailable.
What would have been different from the proposed Floor 61 Quest (which I'm sad we're not getting, but I love Vampyres just as much) & Zamorak Heist? Considering they're both on Floor 61.

The floor is just a location, a set if you will. The difference would have been in the story that each piece of content told and the characters within it.

How did all of the team members make it to the bottom of Daemonheim?

Mod Ollie: Zammy or Bilrach probably opened the back door for them.

These quotes don't say directly that it's floor 61, but if it wasn't, I think they would have mentioned it. I also remember various other cases where mods talked about it, but I don't remember where exactly and don't have quotes (likely during live streams or podcasts).
