Just because the memory hasn't been tampered with doesn't mean that it reflects events with 100% accuracy. People have a knack for subconsciously coloring their memories so that they and those they disagree with appear more favorably whilst those they disagree with appear less favorably. It's not so much lying as it is interpretation and consolidation of information deemed less important.
For example if you attend a speech and then are asked to retell everything that was said in as much detail as possible, you will likely summarize and paraphrase based on what you think the speaker meant. You might be subconsciously inclined to be more generous in your retelling if the speaker were a friend, or you might be more critical if the speaker happens to be the coworker you just know is constantly taking your pudding cups even though you put your name on them.
That's not to say that the portrayal of Zaros's beliefs is inaccurate or accurate to his actual beliefs (either is entirely reasonable), just that it is definitely what Zamorak thinks Zaros's beliefs are.
