Curse of the Black Stone is probably the first true "group doable" quest in game that doesn't explicitly require a group, as someone can still do all of the story modes in solo. But the format does also allow a lower level player to do the quest and have higher level players carry them thru the Elite Dungeons.
In addition, the nature of the Elite Dungeons immediately allows for players to replay at any time to help others. So even if Player B has already done Curse of the Black Stone, they can help out any number of other players do any one of the 3 Elite Dungeons to help them progress thru the quest.

In my opinion, every quest should be doable solo. There shouldn't be any boss fights on the scale of Curse of the Black Stone, where it essentially requires help if you're not a PvMer. Sliske should be the hardest level boss one should have to face while questing (and even he is impossible without at least tier 80 gear; there's a giant increase in price from t70 to t80 equipment, so really IMO every boss should be able to be defeated by a player with t70 stats and gear...) Making Heroes Quest solo was one of the best quality of life updates Jagex ever made.

I whole heartedly agree with the quests being soloable. The player should never be in a position like the old Shield of Arrav where gameplay is completely dependent on the actions of others.
That said, it doesn't hurt if there are opportunities to include others in the adventure. But it is your adventurer. They are an ally, mercenary, pack mule, meat shield, tag along, spectator, cheerleader, or whatever you want to call them.


On other points, I wasn't sure how to include some other quests.

For example:
Dragon Slayer - other players could go with you to Crandor for example and keep the local creatures off your back.
I'm also not sure if the fight with the lesser demon in Melzar's maze has to be 1v1.

Blood Runs Deep - in the part where you're rescuing the King, I know other players can take part in some of the sections to help protect from the local creatures in the tunnels.

Shades of Morton - players can get help in building the temple so they can consecrate Serum 207 into 208. Some players do go to the dedicated world for Shades of Morton activity. But nothing stopping you from recruiting Clanmates.
