To get Armadyl's Feather you must choose to send Armadyl's companions out of the area. Sliske will let you choose anyone' followers to be kicked out. Choose Armadyl's followers then once you reach the room to talk with Armadyl about his feather situation, he will ask you to sit. Sit and he will give you the feather.
