I was thinking about item rewards for sailing, and I think that a handcannon has some great potential.
The RS3 version was strong and a lot of fun to use. In OSRS, I would say ballistas are similar and already fill this role.
With Sailing being proposed as a new skill, I think that a handcannon would fit lorewise. Blast those other ships to smithereens! If part of the recurring sailing content involves battles between ships, having a handcannon with different capabilities could offer some unique gameplay (see below for proposed variations).
A handcannon could potentially be a weapon or item that grows with you as you level sailing. At level 1, you have access to a rusty old cannon. To improve it, you could require a smithing level to repair ro add attachments. To fire the weapon, you would need the related range level as well as firemaking (to light the ammunition). A pimped out handcannon could be a player's visual representation of their sailing level.
A handcannon could fire different types of ammunition with various effects/bonuses. To fire this ammunition, the handcannon would need a corresponding modification (stops players from abusing ammo swaps in pvp). Weapon mods can also have a base stat value associated with them.
A ship battle could also just be a boss fight/raid.
Here are some rough ideas for ammunition effects. I tried to include uses inside and outside of sailing:
Shrapnel - lower base damage, provides AOE effect, bleed damage.
Destroys sails/reduces mobility (ships)
Smoke grenade - accuracy reduction+poison.
Reduces enemy cannon accuracy (ships)
Bigger bombs - damage increase
Blow holes in ships
Spiked bombs - ignore portion of def
Ignore enemy ship armor
Bouncing bombs - bombs bounce between enemies at random dealing reduced damage each bounce
Take out enemy cannons/ship structures
Disarming bombs - Blasts armor off in pvp situations (like the chaos elemental effect) in pvm the effect lowers defence
Blow holes in ships
